Role overview

During 2016 and 2017, the British Council will be providing support to the Ministry of Education in piloting an English language curriculum for primary school children (first grade). Lessons learnt from this pilot will inform policy dialogue in the country on the approach(es) to reforming the primary school curriculum for all grades to improve teaching quality and learning outcomes. 

The British Council is seeking 3 (three) Monitoring and Evaluation Experts. They will take the lead in cooperation with the British Council programme manager and other stakeholders in monitoring and evaluation of the pilot programme of the English language curriculum for the first grade of primary school in Montenegro. Monitoring and Evaluation Expert should monitor the delivery of an abridged/adapted version of the newly designed curriculum (16 classes, 40 minutes each). The version for the pilot will have all the characteristics of the full curriculum. Monitoring and Evaluation will involve monitoring and evaluation methodology design, visits to selected primary schools where the pilot is taking place, class observation, interviews with children, primary school teachers and principals, parents and other parties involved in the pilot. The methodology should take into account the aims of the project and the pilot, Montenegrin education system with particular stress on learning outcomes, methodologies and pedagogical approaches in the Montenegrin primary school education system. 

Task to be carried out by the Monitoring and Evaluation Expert:

  • Monitoring and Evaluation methodology design
  • Detailed work plan with timeline, milestones, outputs
  • Design of all necessary tools and techniques, surveys, observation sheets
  • Visits to selected primary schools where the pilot is taking place
  • Class observation – at least 4 classes per teacher in the pilot group
  • Interviews with children, primary school teachers and principals, parents, and other parties involved in the pilot
  • Reporting against the predefined criteria (as outlined in the proposed methodology)
  • Creation of the pilot report for each primary school
  • Creation of an overall pilot report, at least 60 pages. The pilot report should encompass all primary schools where the pilot is taking place
  • Joint presentation of the final report at the final conference in Podgorica

Deliverables:

  • Monitoring and Evaluation methodology
  • Detailed work plan with timeline, milestones, outputs
  • Design of surveys, observations sheets and all the other necessary tools
  • One report per primary school in the pilot (at least 20 pages)
  • Final pilot report (at least 60 pages)
  • Conference report and presentation

Qualifications and experience required

Essential

  • Minimum 10 years of professional experience in the field of English language teaching for young learners
  • Good knowledge of British Council content and resources for young learners
  • Ability to work efficiently and effectively with project members in various locations and from multiple organisations, including working remotely
  • Ability to integrate different experiences, methodologies, and approaches
  • Willingness and ability to travel to the field to conduct assessments and gather primary data. 

Desirable

  • An advanced university degree (masters or equivalent) in ELT/Education/TESOL
  • Knowledge of the local education context in Montenegro and/or Western Balkans countries
